Greece to Offer Residence Permits to Undeclared Workers

The Greek government plans to introduce a new type of residence permit for third-country nationals. According to the Greek government the move is intended to address continuous labor shortages as well as the issue of undeclared labor. This legislative change, aimed at ensuring public order and security, provides a ray of hope for many long-term residents in Greece who lack legal documentation.

Causes of the Bill

According to the Greek government, the newly proposed law, which will apply to individuals who have been in Greece up until the end of November 2023, aims to make easier the identification and registration process for undocumented workers, allowing them to pursue legal employment opportunities.

The policy makers argue the shift is designed and expected to have a direct impact on an estimated 30,000 long-term residents, marking a significant step in addressing the Greek labor market’s challenges.

The acute strain on the Greek labor market, caused by the migration of workers to other European nations, is one of the critical triggers for this policy change.

The new law is a reaction to the ease with which third-country citizens can obtain documentation and gain access to job markets in other parts of Europe.

Requirements

Individuals who meet the following criteria will be granted a work permit under the new law:

  • Firstly, requirement is to possess an employment offer from a Greek employer.
  • Secondly, residing in Greece until November 30, 2023, without a residence permit, and having completed at least three years of continuous residence in Greece before applying.
  • Lastly, a clean criminal record, a 300-euro deposit, a solemn declaration from the employer, and a passport, even if expired, are also required.

This initiative also provides assistance to eligible applicants’ family members.

If the applicant’s spouse or children were in Greece on or before November 30, 2023, they would be eligible for a stay permit as well. Until the end of 2024, applications for the new permit can be submitted online.

This one-time, three-year permit lays the groundwork for applicants to apply for other types of residence permits, assuming they meet the necessary health and tax requirements.

Reaction to the measures

However, there is backlash to this measure. Many argue, including former Prime Minister Antonis Samaras, that the measure does more harm on the domestic economy as it limits employment opportunities for the Greek citizens themselves.

While the Parliament debates this amendment to the insurance bill, the argument for this measure is that this new permit will have two effects. The proposers of this plan argue it will relieve the labor market pressures and decrease undeclared labor while allowing for a smoother integration to Greek society.
