
Greece’s Interior Ministry has begun notifying citizens living abroad that all previous registrations in overseas voter rolls are invalid. Voters overseas must now file a new application to choose between voting in person or by mail ahead of the next parliamentary election.
The requirement applies to individuals who previously registered or applied under the old framework prior to Law 5285/2026, as well as those who registered an overseas address for postal voting during the European Parliament elections.
To exercise their franchise from abroad in upcoming national elections, voters must submit a fresh application through the Ministry of Interior’s online portal, regardless of past status.
Evolution of the Greek Diaspora Vote
For decades, Greeks living abroad faced severe hurdles when attempting to vote, often forced to travel back to Greece to exercise their constitutional right. A major legislative breakthrough occurred in December 2019, when parliament passed the first framework enabling diaspora voting, though it imposed strict restrictions, including tax filing requirements and minimum residency periods in Greece.
These restrictions were fully removed in July 2023 when lawmakers passed a reform allowing all registered Greek citizens abroad to vote unconditionally from their place of residence. The introduction of postal voting—first utilized for the June 2024 European Parliament elections and expanded under recent legislative updates—marked a historical milestone in expanding democratic participation for Greece’s vast international diaspora.
Three Voting Options for Greeks Abroad
Under a circular issued on July 31, 2026, eligible citizens listed on a municipal voter roll can select one of three methods:
In-Person Voting: Cast a ballot at a designated overseas polling station.
Postal Voting: Vote by mail using an international delivery address.
Hybrid Voting: Switch to postal voting if no physical polling station is established in the voter’s city.
