Nearly 62 years after the assassination of President John F. Kennedy, the Central Intelligence Agency (CIA) has, for the first time, tacitly acknowledged that one of its officers, George Ioannides (George Joannides), who specialized in psychological warfare, had direct contact with Lee Harvey Oswald prior to the tragic events in Dallas.
This groundbreaking revelation, first reported by journalist Marc Caputo on the Axios website, implicates Greek-American CIA agent George Ioannides in a decades-long cover-up surrounding the investigation into JFK’s death.
The newly disclosed information, contained within a dossier of forty documents concerning Ioannides, suggests that the CIA systematically concealed his significant role both before and after the assassination. This contradicts the agency’s long-held assertions and raises serious questions about the transparency of past investigations.
Ioannides known as “Howard Gebler”
A pivotal CIA memo, dated January 17, 1963, explicitly instructed Ioannides to operate under the alias “Howard Gebler” and utilize a fake driver’s license. Until last Thursday, the CIA had consistently denied that Ioannides was known as “Howard,” the very name of the CIA contact linked to the case. Ioannides worked closely with the Cuban Student Directorate (DRE), an anti-communist group opposed to Fidel Castro, covertly financing and directing their activities.
For decades, the agency also falsely claimed to have no connection to the DRE. This student group played a pivotal role in disseminating information on Oswald’s pro-Castro leanings immediately after Kennedy’s assassination, an act now understood to have been at least indirectly influenced by Ioannides’ operations.
“The Ioannides cover-up story is officially dead,” declared Jefferson Morley, a renowned author and expert on the Kennedy assassination, to Axios. “This is a big deal. The CIA is changing its mind about Lee Harvey Oswald.”
A deepening conspiracy of silence
These revelations emerged as part of President Donald Trump’s directive to fully disclose all documents related to the 1992 John F. Kennedy Assassination Records Collection Act. While some information about Ioannides’ involvement began surfacing in 1998, these new files continue to piece together a more complete and troubling narrative.
Ioannides served as the deputy chief of the CIA’s Miami station in 1963, overseeing “all aspects of political action and psychological warfare.” This extensive remit included the clandestine funding and direction of the DRE.
Crucially, on August 9, 1963—over three months before the November 22 assassination—four DRE agents were involved in a widely reported scuffle with Oswald in New Orleans. Oswald was distributing pro-Castro pamphlets on behalf of the “Fair Play for Cuba Committee.” Later, on August 21, 1963, Oswald participated in a local television debate with DRE activists, further amplifying his media profile as a communist sympathizer. After the assassination, the DRE’s newsletter quickly identified Oswald as a pro-Castro communist, a story picked up by major newspapers such as the Miami Herald and The Washington Post.
Obstruction of justice and post-assassination deception
The newly released documents do not shed further light on the specifics of the Kennedy shooting or definitively confirm whether Oswald acted alone—nor do they provide a clear motive as to why the CIA concealed Ioannides’ ties to the DRE for so long.
However, they overwhelmingly demonstrate how the CIA systematically lied about its funding and involvement with the DRE to multiple official inquiries, including the Warren Commission (1964), the Church Committee (1975), the House Select Committee on Assassinations (1977-78), and the Assassination Records Review Board (until 1998).
Perhaps most incriminating is that Ioannides himself played a central role in actively deceiving the House Select Committee on Assassinations. Despite being appointed as the CIA’s liaison to the committee, he and the agency deliberately concealed his prior involvement with the DRE and the Kennedy case, delayed the production of critical files, and provided false information.
Robert Blakey, the committee’s lead counsel, testified in 2014 that when he directly questioned Ioannides about “Howard” and the DRE, Ioannides “assured me that they could not find any records of any such officer assigned to the DRE, but that he would continue to look.”
Former committee investigator Dan Hardway further testified last month that Ioannides was conducting a “covert operation” specifically designed to undermine the congressional investigation. Astonishingly, just two years after this obstruction, Ioannides was awarded the CIA’s Medal of Professional Intelligence in 1981. He passed away in 1990.
Calls for accountability and further transparency
Representative Anna Paulina Luna, a Florida Republican overseeing the House committee examining these documents, has stated unequivocally that Ioannides was “1,000 percent” involved in a CIA cover-up.
While experts such as Jefferson Morley, who have extensively researched the assassination, cautiously suggest the possibility of rogue CIA agents’ involvement without directly implicating Ioannides in the assassination itself, there is a broad consensus that the CIA acted in bad faith following Kennedy’s death.
Author Gerald Posner, a proponent of the lone gunman theory, nonetheless agrees, stating in speaking to Axios that “it’s classic CIA. They never provide transparency. They don’t tell the truth. They cover up. They cover up. And when the documents come out, they look bad.”
A CIA spokesperson told Axios that the agency “has fully complied and has provided all documet—without redactions — related to the assassination of former President John F. Kennedy to NARA, as directed by President Trump, in an unprecedented act of transparency by the agency.”
However, Morley and Representative Luna credit CIA Director John Ratcliffe and Director of National Intelligence Tulsi Gabbard for demanding greater transparency, signaling that more records are still expected to be released, potentially unveiling even deeper layers of this enduring mystery.
