World’s Best Civil Servant is Greek Professor Panagiotis Karkatsoulis

The American Society for Public Administration recently named Panagiotis Karkatsoulis the world’s best government official; he will travel to Las Vegas in March to receive the Society’s International Public Administration Award.

Karkatsoulis is a government official. He works for the Ministry of Administrative Reform and e-Governance.

Karkatsoulis has studied law (University of Athens) with a PhD. in Law Sociology (Bielefki University, Germany), participated in multiple international conferences and forums, and spends the rest of his time constantly writing.

He was present at the planning and implementation of major administrative reforms, including the KEPs, and he is confident that they will come to include the Operational Programme “Administrative Reform”, that is currently being carried out.

His work includes consultation services for reform projects of centralized and de-centralised public administrations (Greece, FYROM, Kossovo, Uzbekistan, Syria, Indonesia, Russia, Georgia, Cyprus), and he is also the national representative at the European Union high risk group on better legislation.

Also, Karkatsoulis is an expert at the OECD and he teaches at the National School of Public Administration. In 2003 he was honoured by the American Society for Public Administration (Peter Boorsman Award).
