US President Donald Trump and leaders of major technology companies have signed a voluntary agreement on safety standards for advanced artificial intelligence systems.
The agreement was announced at the White House on September 29, 2026. It calls on participating companies to strengthen internal controls and use independent reviews as AI systems become more advanced.
The accord is described as a voluntary commitment rather than a legally binding regulation. It focuses on how companies should monitor and audit their own AI systems.
Companies Commit to New AI Safety Controls
The agreement outlines four layers of oversight for participating companies.
These include internal controls, an internal team responsible for reviewing safety practices, independent external auditors and board-level committees to examine audit findings.
The measures are intended to address risks linked to increasingly powerful AI systems. They also include safeguards against AI tools gaining unauthorized access to computer systems, according to Reuters.
The agreement does not establish a new government regulator or impose immediate legal penalties on companies that fail to follow its principles. Its provisions are instead based on voluntary commitments.
Among the technology leaders involved were executives from OpenAI, Google, Meta, Anthropic and Nvidia, while xAI was also represented.
White House Pushes “Super Intelligence” Terminology
The agreement comes as the Trump administration increasingly uses the term “super intelligence” when referring to advanced AI.
A September 29 White House executive order on America.gov uses “super intelligence” in describing the technology behind the new government platform. The order also calls for the system to be accurate, reliable and transparent.
The terminology does not mean that artificial intelligence as a technology has been replaced. Rather, “super intelligence” is terminology being promoted by the administration for increasingly advanced AI systems.
Trump has also pushed for rapid development of AI while calling for safeguards against potential risks. The new accord reflects that approach by relying on industry commitments rather than creating immediate mandatory federal rules.
The White House agreement leaves open the possibility that some of its principles could later inform government policy or regulation. For now, however, the commitments remain voluntary.
