United Nations Secretary-General António Guterres arrived in Cyprus this week for high-stakes diplomatic talks, marking the first visit by a sitting UN chief to the divided island in more than 16 years. His arrival signals a renewed attempt to break a nearly decade-long impasse in negotiations over the island’s division.
The high-level visit follows intensive preparation by the Secretary-General’s Personal Envoy, María Ángela Holguín, who held separate preliminary meetings with both leaders on Monday.
Speaking to reporters in Nicosia, Holguín emphasized that Guterres’ presence underscores his decade-long commitment to resolving the Cyprus issue. “The Secretary-General’s mission is to facilitate, to encourage the people and the leaders to move towards negotiations,” Holguín noted, adding that his good offices aim to support on-the-ground efforts to unlock a viable negotiation process.
Both community leaders have signaled their willingness to assist the UN Chief. Turkish Cypriot leader Tufan Erhürman stated via social media that he intends to contribute in good faith to ensure the summit yields fruitful outcomes.
Meanwhile, Republic of Cyprus President Nikos Christodoulides views the initiative as a crucial diplomatic window. According to the Greek Cypriot government spokesperson, the administration hopes the Secretary-General’s visit can serve as a direct springboard for convening a broader multilateral conference on the Cyprus problem.
UN Chief to hold separate meetings on Cyprus peace talks
Guterres is scheduled to hold separate consultations on Tuesday with President Christodoulides and Erhürman at their official residences. Following an afternoon visit to the bi-communal Committee on Missing Persons, the UN Chief will bring both leaders together for a joint tripartite session on Wednesday at the UN Good Offices mission in the buffer zone.
The visit comes after extensive international coordination by Holguín across European capitals, including meetings in Brussels with European Commission President Ursula von der Leyen and in Ankara with Turkish Foreign Minister Hakan Fidan. President Christodoulides also held consultations in Athens with Greek Prime Minister Kyriakos Mitsotakis to align strategies ahead of the talks.
Time pressure weighs heavily on the initiative. With Guterres’ final term as UN Secretary-General ending in late 2026, diplomats view the current diplomatic push as a critical opportunity to establish a functional framework before his mandate expires. Formal peace talks have remained frozen since the collapse of the Swiss-hosted Crans-Montana conference in 2017.
While deep political divergences remain over the parameters of formal negotiations, international observers note that breaking the stalemate remains essential for Eastern Mediterranean stability, directly influencing relations between NATO allies Greece and Turkey, as well as Ankara’s broader dialogue with the European Union.
