Jared Kushner, former senior advisor to Donald Trump and a key figure in Middle East peace negotiations, presented a comprehensive reconstruction strategy for the Gaza Strip during the World Economic Forum in Davos.
Accompanied by a detailed map, Kushner’s “Master Plan” outlines a transformative future for the region. The proposal is structured into four distinct phases, beginning in the south and moving northward:
- Phase 1: Focuses on the development of Rafah and Khan Yunis
- Phase 2: Involves the strategic expansion of Khan Yunis
- Phase 3: Targets the modernization and development of central refugee camps
- Phase 4: Concentrates on the full-scale reconstruction of Gaza City

Kushner: “No Plan B”
Addressing the feasibility of the project, Kushner emphasized the commitment of the stakeholders involved. “People ask what the ‘Plan B’ is,” Kushner stated. “We don’t have a Plan B. We have a plan. We signed an agreement, and we are all committed to making it work.”
He noted that building cities for two to three million people within a three-year timeframe is “entirely achievable” given the current pace of modern development in the Middle East.

The plan envisions a radical shift in Gaza’s landscape comprised of:
- Coastal development: A significant portion of the coastline is designated for tourism, featuring the construction of 180 high-rise towers.
- Industrial zones: Over 25 square kilometers (9.6 sq mi) in the interior are earmarked for residential areas and industrial zones, specifically designed to house data centers and advanced manufacturing units.
- Infrastructure: The proposal includes a new port and an airport, a “tripartite” crossing at Rafah, a freight rail line with a dedicated logistics corridor, and a modernized regional road network.
Funding for the Kushner plan for Gaza
The total investment for the project is estimated at over $25 billion, aimed at establishing world-class public services and infrastructure. To ensure the sustainability of this new economy, the plan allocates:
- $1.5 billion for human capital: Funding for vocational training and professional reskilling programs
- Job creation: The generation of over 500,000 new jobs in construction, agriculture, manufacturing, and the digital sector
- Entrepreneurship: A $3 billion investment fund to support commercial zones and business centers and small business grants to foster local entrepreneurship
