As part of a larger 12-year defense modernization plan, Greece is preparing a significant update to its submarine fleet with the goal of replacing the nation’s aging vessels. The commencement of deliberations pertaining to the procurement of the new submarines was announced by Defense Minister Nikos Dendias in collaboration with President of Greece Konstantinos Tasoulas during an inspection of the naval fleet at the Port of Piraeus.
“We are beginning discussions regarding the acquisition of new submarines over the next decade,” said Greece’s Defense Minister Nikos Dendias in a brief speech at the country’s main port, which is also one of the largest in Europe.
The Minister added that submarine purchases would be made “within the existing budgetary margin, which guarantees absolute respect for Greek taxpayers. Every euro must be spent with complete transparency.”
What is the goal?
Strengthening Greece’s naval capabilities will help maintain naval superiority in the Aegean and Mediterranean. This effort is part of a broader plan to modernize defense in response to regional security challenges.
Prime Minister Kyriakos Mitsotakis had previously announced in Parliament that Greece would invest €25 billion over the next decade to update its military with new technologies. “Our investments in defense are investments in our sovereignty and the protection of our national dignity,” he maintained.
Dendias introduced the plan
After years of defense cuts during the economic crisis, the reform plan, known as the “Achilles Shield,” will be based on an air defense system, and it mainly aims at addressing tensions with Turkey. The plan covers all branches of the armed forces and focuses on cooperation with France, Israel, and the United States.
Dendias stated that Greece plans to transition from traditional defense systems to high-tech, network-based ones. The focus will be on mobile missile systems with artificial intelligence, drone technologies, and advanced command units to reduce dependence on conventional fleets.
Furthermore, this plan includes new programs, such as equipping next-generation soldiers with sensors and communication systems and developing special satellite capabilities to ensure secure communications during conflicts.
“This proposal is a matter of existence for our country. It calls for a complete change in our defense approach and doctrine,” Dendias said. “We are moving away from the traditional perception that the Aegean is exclusively defended by the fleet.”
The French proposal
Naval News reported that French shipbuilder Naval Group has presented the Greek authorities with a proposal aimed at strengthening French-Greek cooperation in naval defense and technology.
The proposal includes, among other elements, the local construction of three additional Kimon-class (FDI HN) frigates, in addition to the four already set to be acquired by Greece, with the finalization of the fourth frigate expected in the coming days.
What does the Achilles Shield reform involve?
The reform includes greater involvement by local technology start-ups and a major personnel shake-up. Units will be merged, underperforming bases will be closed, and overly cumbersome administrative structures will be addressed.
This initiative comes at a time when European countries are increasing military spending in response to the ongoing war in Ukraine. There are also indications that the Trump administration intends to reduce the United States’ commitment to Europe.
Greece’s modernization effort, which began after years of defense cuts during the economic crisis of 2010–2018, already encompasses all branches of the armed forces. It also focuses on cooperation with France, Israel, and the United States.
