Ministry of Interior Completes Municipal Employee Review

ministry of interiorThe Ministry of Interior has completed its survey on the staff needs of each municipality. This study also noted the number of employees which will enter an inter-municipal mobility scheme in order to cover needs. In line with the study, a total of 3,708 municipal employees will be voluntarily entered on the scheme. The initial evaluation suggested about 4,500 compulsory transfers as a result of the scheme.
The study of the Municipality of Athens identified 667 excess employees, like other municipalities in Attica. Others such as Larissa, do not appear to have excess employees.
Mayors have complained several times about the criteria used by the Ministry, specifically that the employment data is outdated. The Mayor of Athens, Giorgos Kaminis, called an emergency Municipal Council meeting to discuss the Ministry’s “unacceptable” approach.
The study was carried out by professor Dimitris Rapakoulias and is based on data including the population of the municipality (based on the 2011 census), the numbers of municipal employees, municipal finances, municipal payroll costs and other factors.
Meanwhile, the central union of municipalities, KEDE, has expressed its aims towards the voluntary inter-municipal mobility procedures. These are included in the Finance Ministry’s bill. KEDE reports that there are “significant changes” to what was originally agreed and claims that these will “ensure the failure to implement voluntary mobility.”
