In an attempt to help students with low-family income, the Ministry of Education established special categories of students based on social and family criteria. A special admission grade was formed for these students, as they claimed a specific number of posts in University Departments. As a result, there were students who entered very popular departments with extremely low grades and other students who did much better in the exams were not able to gain a place in the department they preferred. For example, students of this special category entered the English Language Department with an average grade of 5.35, the Mathematics Department with 3.1 and the Architects Department with 4.6!
